Kano State Governor Implements Major Government Restructuring

In a significant administrative overhaul, Kano State Governor Alhaji Abba Kabir Yusuf has approved the merger of the Ministry of Higher Education with the Ministry of Education. This decisive action aims to strengthen coordination and accelerate comprehensive reforms within the state's education sector, marking a pivotal step in the government's ongoing efforts to reposition education for improved outcomes.

Streamlining Education Administration

Following the restructuring, the newly consolidated entity will operate under the unified banner of the Ministry of Education. To ensure specialized oversight of tertiary education, a dedicated Directorate of Higher Education has been established within the ministry. This directorate will be headed by a Permanent Secretary and will be supported by necessary personnel to manage higher education institutions effectively across Kano State.

Key agencies previously under the defunct Higher Education Ministry, such as the Scholarship Board, will now return to the Ministry of Education. Additionally, state-owned universities and other higher education institutes will fall under the supervision of this new directorate, ensuring a cohesive approach to educational governance.

Governor Yusuf's Vision for Reform

Governor Yusuf emphasized that this reform is a core component of the state government's broader State of Education sector initiative. The primary objectives include:

Consequently, the Office of the Secretary to the State Government and the Office of the Head of Service have been directed to ensure the immediate and seamless realignment of the affected ministries and their respective departments.

Leadership Changes in Civil Service

In a parallel development, Governor Yusuf has relieved the State Head of Service, Alhaji Abdullahi Musa, of his appointment with immediate effect. This decision is part of the administration's ongoing efforts to reposition the state civil service for greater efficiency, discipline, and improved service delivery across all government institutions.

Governor Yusuf expressed appreciation for the outgoing Head of Service's contributions and dedication during his tenure, stating, "We wish him the best in his future endeavours and pray for his continued success in all aspects of life."

To fill the vacancy, the governor has directed Hajiya Bilkisu Shehu Maimota, the Permanent Secretary for Admin and General Services at the Cabinet Office, to serve in an acting capacity pending the appointment of a substantive Head of Service. The outgoing Head of Service has been instructed to hand over the affairs of the office to the acting Head of Service by Wednesday, March 11, 2026.
