The federal government of Nigeria has officially designated six individuals and three entities for their alleged involvement in financing terrorist activities within the country. The announcement was made by the Secretary of the Nigerian Sanctions Committee, Beatrice Jedy-Agba, in a statement released on June 18, 2026, following comprehensive investigations and intelligence assessments.

The individuals named by the Nigerian government are: Ibrahim Yakubu Ogirima, Muktar Muhammad Adamu, Adamu Chiroma, Ibrahim Abubakar, Abdullahi Umar Usman, and Babangida Muhammed Adamu Hammajam. The sanctioned entities include Abbal Bako & Sons Bureau De Change Limited, Generation Currency BDC Limited, and Nine to Nine BDC Limited.

This development comes shortly after the United States Department of the Treasury’s Office of Foreign Assets Control (OFAC) imposed sanctions on Muktar Muhammad Adamu and related bureau de change companies over alleged financial connections to the Islamic State West Africa Province (ISWAP).

Government Directives and Compliance

Jedy-Agba stated that the sanctions were the result of “extensive intelligence gathering, financial investigations, and inter-agency assessments” that established reasonable grounds to believe the affected persons and organizations supported or contributed to terrorist activities. She urged all financial institutions and designated non-financial businesses to immediately implement the sanctions by freezing assets and reporting relevant transactions to the appropriate authorities.

“The Federal Government reiterates its directive to all financial institutions and designated non-financial businesses and professions to continue to comply with all sanctions’ obligations, including asset-freezing requirements, the filing of Suspicious Transaction Reports and the reporting of all relevant matches to the appropriate authorities,” the statement read.

US Partnership and Regional Impact

The Nigerian government reaffirmed its commitment to blocking financial channels used by terrorist groups and strengthening efforts against terrorism financing. Previously, US Secretary of State Marco Rubio disclosed that American and Nigerian security agencies have strengthened their partnership in the fight against terrorism, resulting in a significant breakthrough against the Islamic State group. Rubio addressed concerns about violence and insecurity, particularly attacks affecting Christian communities in Nigeria.

The sanctions list was approved and published following investigations that highlighted the role of bureau de change operators in facilitating illicit financial flows to terrorist networks. The affected entities are now subject to asset freezes and reporting requirements under Nigerian law.
