Singapore's Immigration and Checkpoints Authority (ICA) has clarified the residency requirements for foreigners seeking citizenship, emphasizing a minimum two-year period as a Permanent Resident (PR) for applicants aged 21 and above. The updated guidelines, published on July 30, 2026, outline the conditions and procedures for naturalisation in the city-state.
Residency and Marriage Requirements for Citizenship
According to the ICA, a foreign PR aged 21 or older becomes eligible to apply for Singapore citizenship after residing in the country for at least two years with PR status. For those married to a Singapore citizen, the requirement is reduced: the marriage must have lasted at least two years, regardless of how long the applicant has held PR status. Applications may include the spouse, provided they are also a PR, and unmarried children under 21 who are biological or legally adopted.
Application Process via Singpass
The ICA processes citizenship applications exclusively through its e-Service portal. All individuals listed on an application must log in using Singpass, Singapore's national digital identity system. If an applicant or dependent does not qualify for a Singpass account, the ICA issues separate login credentials. The authority advises sponsors to ensure every person included in the application has a registered Singpass account before starting, noting that account approval typically takes two to five working days.
National Service Obligation for Male Applicants
Male foreigners granted Singapore PR or citizenship face a unique obligation under the Enlistment Act 1970: mandatory National Service (NS). This requirement applies to all male citizens and PRs unless formally exempted. Those who obtain PR or citizenship as foreign students or under parental sponsorship must register for NS upon turning 16.5 years old and are enlisted for full-time service at age 18.
The Ministry of Defence (MINDEF) allows students to complete their A-Levels, polytechnic diploma, or equivalent pre-tertiary education before enlistment. However, deferments for university studies are not granted under any circumstances. A male applicant who is already enrolled at university when granted PR or citizenship may be required to interrupt his studies if he cannot finish his degree before his enlistment date. After completing full-time NS, servicemen become Operationally Ready National Servicemen, with obligations lasting until age 40 for other ranks and 50 for officers.
Comparison with Other Countries
Singapore's residency and NS requirements distinguish it from other migration destinations. The ICA's published guidelines aim to inform prospective citizens of the conditions they must meet, including the mandatory military service that applies even to new citizens. The agency emphasises that all male applicants must be aware of these obligations before applying, as they can significantly affect education and career plans.
For context, other nations like Australia also impose residency requirements for citizenship, as previously reported. Australia's Department of Home Affairs requires applicants to have lived in the country on a valid visa for a specific number of years, with limits on time spent outside the country during that period. However, Singapore's inclusion of NS for male citizens remains a distinctive feature of its naturalisation process.
