Anti-corruption investigators revealed that approximately $100 million had been embezzled from Ukraine's energy sector, sparking public outrage in a nation where Russian attacks have caused devastating power outages affecting millions of citizens.

The scandal prompted President Zelensky to take immediate action on Saturday, November 15, 2025, ordering the resignation of two ministers involved in the corruption scheme. Additionally, the Ukrainian leader sanctioned a former business partner identified as the mastermind behind the elaborate corruption network.

Comprehensive Reform Plan Announced

Through his official X (formerly Twitter) account, Zelensky declared the beginning of a complete transformation of key state-owned energy companies. We are beginning the overhaul of key state-owned enterprises in the energy sector, the president stated.

The comprehensive reform plan includes a full audit of financial activities across all major energy firms, coupled with complete management renewal. Zelensky specifically demanded the establishment of a new supervisory board at Energoatom, the state nuclear company at the center of the scandal, within one week to enable what he described as a complete overhaul of the company's management.

Broader Sector Reforms Implemented

The president's reform agenda extends across Ukraine's entire energy landscape. He called for the swift appointment of a new head at Ukrhydroenergo, the state hydropower generating company, and announced similar management reforms for oil and gas giant Naftogaz and the main gas transmission system operator.

Zelensky emphasized his administration's commitment to full cooperation with anti-corruption investigations, instructing government officials to maintain constant and meaningful communication with law enforcement and anti-corruption bodies. The full transparency and integrity in the energy sector remain an absolute priority, the president affirmed during his announcement.

The corruption scandal has drawn concern from Ukraine's European allies, who have urged Zelensky's government to intensify its anti-corruption efforts amid the ongoing conflict with Russia.
