Canada Study Policy for Work Permit Holders: Eligibility and Impact
Canada Study Policy for Work Permit Holders: Eligibility and Impact

Canada has introduced a temporary policy permitting eligible foreign workers with valid work permits to study for up to six months without obtaining a separate study permit. The measure, effective September 4, 2026, and running until December 31, 2027, aims to support skills development and address labour shortages in key sectors.

Eligibility Criteria for the Study Exemption

According to Immigration, Refugees and Citizenship Canada (IRCC), applicants must hold a valid Canadian work permit and enrol in a course or programme lasting six months or less. Workers can undertake full-time or part-time studies without a separate study permit under this policy. The exemption applies across occupations, including workers in Quebec, who do not need a Quebec Acceptance Certificate for covered studies.

However, the work permit must remain valid throughout the study period. Those whose permits expire before their courses end cannot rely on the exemption, even if they have applied for an extension. The policy does not grant entry to Canada; applicants must already be in the country with a valid work permit.

Purpose and Benefits of the Policy

IRCC states the policy helps workers develop in-demand skills, obtain professional credentials, and improve employment prospects. It could also address labour shortages in healthcare, construction, and other specialised industries. For employers, it supports workforce development by allowing employees to train while maintaining employment, though workers may need to agree on schedule adjustments if courses affect regular hours.

Impact on Permanent Residence Pathways

The policy has implications for those pursuing permanent residence. According to IRCC, work experience gained while studying full-time under this policy will not count towards Canadian Experience Class eligibility or Canadian work experience points under the Express Entry Comprehensive Ranking System. Workers should check official eligibility requirements before enrolling.

The temporary measure expires on December 31, 2027, unless revoked earlier, and does not replace existing immigration, employment, or professional licensing requirements.
