The federal government has initiated a comprehensive review of the Integrated Personnel and Payroll Information System (IPPIS) with the aim of enhancing its efficiency, transparency, and accountability. As part of this process, a strategic retreat on the implementation of IPPIS was convened in Abuja.
Strategic Retreat for Stakeholder Engagement
The Accountant-General of the Federation (AGF), Dr. Shamseldeen Babatunde Ogunjimi, stated that the retreat was designed to provide a platform for participants to critically assess the current implementation of IPPIS. He emphasized that the event would help develop measures to strengthen the system, ultimately building a more efficient, transparent, and accountable payroll management framework.
Key Objectives of the Retreat
Ogunjimi explained that the retreat was carefully structured to achieve several key objectives. These include reviewing and analyzing the strengths, weaknesses, opportunities, and threats (SWOT) associated with IPPIS implementation. Additionally, the retreat aims to foster stronger collaboration and unity of purpose among all stakeholders involved in the payroll system.
“While we acknowledge the significant progress made so far, we are equally mindful of the challenges encountered during implementation, including gaps among users,” Ogunjimi stated. He noted that the initiative aligns with the core objectives of IPPIS, particularly the centralization of Federal Government personnel records and the improvement of administrative and pension-related processes.
Call for Active Participation
Ogunjimi encouraged participants to maximize the opportunity provided by the retreat and contribute meaningfully toward making IPPIS the most reliable payroll management system in the Nigerian Public Service. He stressed the importance of collective effort in achieving the desired reforms.
Ministerial Perspective on IPPIS Impact
The Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele, described the retreat as both timely and significant. He noted that it provides an important platform for reflection, evaluation, and continuous improvement. Oyedele highlighted that IPPIS remains one of the most impactful public sector reform initiatives, having successfully reduced leakages and incidences of ghost workers. The system has also strengthened personnel data integrity and enhanced fiscal discipline.
According to Oyedele, the Federal Government remains committed to deepening public financial management reforms through digital transformation and transparency. He reaffirmed the government's dedication to leveraging technology for better governance.
Civil Service Transformation and IPPIS Role
The Head of the Civil Service of the Federation, Dr. Didi Esther Walson-Jack, described the retreat as more than a technical engagement. She stressed that it represents a strategic effort aimed at reinforcing the critical link between human resources data integrity and payroll accuracy. Walson-Jack noted that the Federal Civil Service is undergoing a major transformation anchored on efficiency, productivity, transparency, digitalization, performance, and improved staff welfare.
“Every officer involved in IPPIS must therefore understand the weight of the responsibility placed upon them. You are not merely processing data, you are protecting public funds, safeguarding the credibility of government records, supporting the welfare of Civil Servants, and contributing to the national reforms Agenda,” she noted.
