In a significant development in Kano State's security landscape, former governor Abdullahi Umar Ganduje has announced the creation of a new independent security organization designed to absorb 12,000 recently dismissed Hisbah officers. The initiative comes as a direct response to the mass disengagement of personnel by the current state administration.

The proposed organization, named Khairun Nas, will function as a voluntary body rather than a government agency, operating under the umbrella of the Ganduje Foundation. This strategic move aims to provide an alternative platform for the affected workers while maintaining the community security functions previously performed by the Hisbah board.

Voluntary Structure and Leadership

During the announcement made on Tuesday, November 25, Ganduje emphasized that the new outfit would operate independently from government structures. "It will be known as Independent Hisbah. I know there are many others who will want to join aside from this 12,000. You'll soon be given another mandate of getting more people to join," the former governor declared.

The organization will be headed by Sheikh Muhammad Harun Ibn Sina, who previously served as Commander-General of Hisbah during Ganduje's administration. Ibn Sina confirmed that while the initiative remains voluntary, participants may receive stipends through contributions from individuals and organizations.

Comprehensive Verification Process

A committee chaired by Dr. Baffa Babba Dan-Agundi, Director-General of the National Productivity Centre and former head of KAROTA, successfully completed the verification of all 12,000 dismissed personnel. Dan-Agundi presented the comprehensive report containing verified identities and contact information of the affected workers, ensuring the recruitment process would target legitimate former Hisbah officers.

The event witnessed significant political presence, with key allies including former deputy governor and 2023 APC governorship candidate Dr. Nasiru Yusuf Gawuna, running mate Murtala Sule Garo, Kano APC Chairman Abdullahi Abbas, and Managing Director of Hadejia Jama'are River Basin Development Authority Rabiu Sulaiman Bichi in attendance.

Mandate and Operational Scope

The Khairun Nas organization will undertake several crucial community functions, including:

  • Enjoining good and forbidding wrongdoing
  • Providing first aid services
  • Community admonition and guidance
  • Humanitarian assistance programs

This development occurs against the backdrop of recent Hisbah activities in Kano, including the board's involvement in facilitating the marriage of two popular TikTok content creators following a court order. The new organization aims to continue similar community-oriented functions while operating independently from the state government structure.

Ganduje described the dismissal of the Hisbah personnel by the current administration as unjust, positioning the new outfit as both a solution for the affected workers and a continuation of community security services that align with Kano's cultural and religious values.
