A newly released fire department report has provided harrowing new details about the fatal shooting of an American citizen by a federal immigration agent during a tense standoff in Minneapolis.

Incident Report Reveals Graphic Details

According to an incident report from the Minneapolis Fire Department obtained by the Minnesota Star Tribune, 37-year-old Renee Nicole Good was shot four times by ICE agent Jonathan Ross on the morning of January 7. The shooting occurred on a residential block following a confrontation between protesters and federal agents.

Paramedics discovered the mother of three unresponsive in her SUV around 9:42 a.m. The report states she had blood on her face and torso, was not breathing, and had an inconsistent and irregular pulse. First responders documented two gunshot wounds on the right side of her chest, one on her left forearm, and a fourth wound with protruding tissue on the left side of her head, with blood flowing from her left ear.

A Desperate 911 Call and Failed Rescue

Transcripts from a 911 call reveal a bystander's desperate plea for help, with the caller stating, "they shot her [because] she wouldn't open her car door." The caller repeatedly begged, "Send an ambulance please, ambulance please."

Good was pulled from her crashed vehicle and moved first to a snowbank and then to a sidewalk to separate her from what the report describes as an "escalating scene involving law enforcement and bystanders." By the time she was placed on the snowbank, she had no pulse and was not breathing. Emergency medical personnel continued CPR in an ambulance and at a local hospital, but life-saving efforts were discontinued at 10:30 a.m.

Conflicting Accounts of the Shooting

Graphic footage from the scene appears to show Good turning her steering wheel to the right, away from ICE agents, seconds before agent Ross, who was standing in the path of her vehicle, fired multiple shots through her open window and windshield.

The Department of Homeland Security has presented a different account, accusing Good of attempting to mow down agent Ross with her SUV during an immigration operation. DHS claims this prompted Ross to open fire in self-defense. The department later announced that Ross suffered internal bleeding from the incident.

Homeland Security Secretary Kristi Noem alleged that Good had been part of a group of protesters who had been "stalking and impeding" ICE agents throughout the day. Good, who described herself as a poet and writer, had recently moved to Minneapolis with her wife, who was seen sobbing and covered in blood at the scene.
