The National Information Technology Development Agency (NITDA) has signed a sovereign cloud framework agreement aimed at boosting artificial intelligence (AI) and data centre investment in Nigeria. The framework, signed on August 5, 2026, is designed to enhance data sovereignty, promote local cloud adoption, and attract both local and foreign investments into the country's digital infrastructure.
Strategic Partnership for Digital Sovereignty
According to a statement from NITDA, the framework was signed in collaboration with key stakeholders in the technology ecosystem, including cloud service providers and data centre operators. The initiative aligns with the Federal Government's broader digital economy agenda, which seeks to position Nigeria as a leading hub for technology and innovation in Africa.
“This sovereign cloud framework is a critical step towards achieving our goal of data sovereignty and digital self-reliance. By providing a secure and compliant cloud environment, we are creating an enabling environment for AI and data-driven innovations to thrive,” said Kashifu Inuwa Abdullahi, Director-General of NITDA, in the statement.
Boosting AI and Data Centre Investment
The framework is expected to catalyze investment in data centres across the country, with projections indicating that Nigeria's data centre market could grow significantly over the next five years. According to industry reports, the country's data centre capacity is currently estimated at around 15 megawatts, but with this new framework, that figure is expected to increase by at least 40% by 2028.
NITDA also highlighted that the framework will facilitate the development of local cloud infrastructure, reducing the reliance on foreign servers and ensuring that sensitive data remains within the country's jurisdiction. This move is particularly important for sectors such as banking, healthcare, and government services, where data privacy and security are paramount.
Economic Impact and Job Creation
The sovereign cloud framework is not only about technology but also about economic growth. NITDA projects that the initiative will create thousands of direct and indirect jobs in the technology sector, from data centre construction to cloud management and AI development. Additionally, it is expected to boost Nigeria's GDP by attracting foreign direct investment (FDI) into the digital economy.
“We are confident that this framework will unlock new opportunities for startups and established enterprises alike. It will enable them to leverage world-class cloud services while ensuring compliance with local regulations,” Abdullahi added.
Next Steps and Implementation
NITDA says it will work with partners to develop the necessary guidelines and standards for the implementation of the framework. The agency also plans to launch a series of awareness programs to educate businesses and government agencies on the benefits of adopting sovereign cloud solutions.
The signing of this framework comes at a time when Nigeria is making significant strides in its digital transformation journey. Earlier this year, the Federal Government launched the National AI Strategy, which aims to integrate AI into various sectors of the economy. The sovereign cloud framework is seen as a complement to this strategy, providing the necessary digital backbone.
Reactions from Industry Experts
Industry experts have welcomed the move, describing it as a progressive step towards digital independence. "This is a game-changer for Nigeria's tech ecosystem. It will not only attract investment but also foster innovation in AI and data analytics," said a technology analyst who preferred to remain anonymous.
As Nigeria continues to embrace digital transformation, the sovereign cloud framework represents a significant milestone in its quest to become a global technology powerhouse. With the right implementation, it could set a precedent for other African nations to follow.
