The Enugu State Government has officially launched a Continuous Survey Revalidation and Digitisation Exercise under its Survey Records Digitisation Programme. This initiative is a cornerstone of the administration's digital transformation agenda, spearheaded by Governor Peter Mbah, and aims to overhaul the state's land administration system.
Digital Transformation of Land Records
The exercise is designed to create a fully digital, transparent, and verifiable land administration framework. According to a statement from the Secretary to the State Government, Professor Chidiebere Onyia, the programme will ensure that all land records are properly verified, digitally captured, and geographically mapped. This move is intended to protect property rights, eliminate disputes arising from lost or defective records, and strengthen public confidence in land administration.
Objectives and Benefits of the Revalidation Exercise
The government has outlined several key objectives for the exercise. It aims to establish a robust system where land records are accurately documented and easily accessible. By digitising survey records, the state expects to reduce the risks associated with lost, damaged, or contested documents. The initiative also supports broader economic goals by providing a reliable foundation for property transactions and investments. The statement emphasised that the full digitalisation will enhance the integrity of the land administration system, making it more efficient and trustworthy.
Requirements for Landowners and Developers
The government has called on all landowners, estate developers, surveyors, and property owners to participate actively. They are required to submit their Survey Plans, Layout Approvals, and related land documents at designated centres. The process involves verification and revalidation of documents, creation of digital identities, geospatial mapping of properties, and issuance of Digital Land Identity Cards. This comprehensive approach ensures that every piece of land is uniquely identified and recorded in the digital database.
Designated Revalidation Centres Across the State
To facilitate the exercise, the government has established six revalidation centres strategically located across Enugu State. These centres include:
- Office of the Surveyor General, 5/27 Colliery Avenue, GRA, Enugu
- Enugu State Housing Development Corporation (ESHDC) Headquarters, No. 21 Kingsway Road, GRA, Enugu
- Enugu Geographic Information System (ENGIS) Headquarters, 4 Chisimdi Ukpata Close, Ebeano Estate, Enugu
- Enugu State Ministry of Housing, State Secretariat, Enugu
- Nsukka Local Government Area Secretariat, Nsukka
- Enugu East Local Government Area Secretariat, Nkwo Nike
These centres are equipped to handle submissions and guide applicants through the digitisation process. The government assured that the process is designed to be fast, easy, and accessible to all.
Government Call for Full Participation
The government has strongly advised all affected individuals to visit any of the designated centres promptly and complete the revalidation. According to the statement, “Full participation is essential for the success of this exercise and the protection of every genuine landowner’s interest.” The authorities stressed that cooperation from the public is crucial to achieving a seamless digital transition and ensuring the long-term security of property rights in Enugu State.
This initiative marks a significant step towards modernising land administration in Enugu, aligning with global best practices and the state's vision for a digitally-driven economy.
