The eligible countries are Botswana, Comoros, Madagascar, Mauritius, Namibia, the Sahrawi Arab Democratic Republic, São Tomé and Príncipe, Seychelles, and South Africa. According to the Panamanian government, these nations span southern and eastern Africa, as well as island states.
