NPA and APM Terminals Commence Mandatory Substance Abuse Screening for Port Truck Drivers
The Nigerian Ports Authority (NPA) in collaboration with APM Terminals Apapa has officially launched a comprehensive drug and alcohol testing program for all external truck drivers operating within the Lagos port complex. This strategic initiative forms a critical component of proactive risk management protocols designed to ensure safer port operations while protecting personnel, infrastructure, and valuable cargo shipments.
Implementation and Initial Screening Results
The substance abuse campaign was conducted at the primary port entrance over the weekend with coordinated support from Port Police authorities and Port Health Services personnel. Utilizing advanced breathalyzer testing equipment, officials screened thirty truck drivers during this initial exercise. Preliminary results indicated that three drivers tested positive for alcohol impairment, representing approximately ten percent of those examined. Port authorities noted this outcome demonstrates measurable improvement compared to previous testing exercises conducted at the facility.
Port Management Emphasizes Driver Fitness and Safety Protocols
Lagos Port Manager Adebowale Lawal spearheaded the initiative, emphasizing the fundamental importance of driver fitness in maintaining secure port environments. "Individuals operating heavy-duty commercial trucks must maintain complete alertness and proper mental state at all times," Lawal stated during the program launch. "The overall safety of our port operations directly depends on this critical factor."
Lawal further explained that implementing regular, systematic testing will serve as a powerful deterrent mechanism while actively reducing substance abuse prevalence among port trucking personnel. "We extend our appreciation to APM Terminals Apapa for driving this essential collaborative effort," he added. "This partnership aligns perfectly with our shared commitment to cultivating and maintaining a secure port ecosystem for all stakeholders."
Terminal Management Highlights Broader Safety Commitment
APM Terminals Apapa Managing Director Kamal Alhraishat underscored that this testing initiative represents an integral component of their comprehensive safety commitment framework. "Our terminal recently achieved a significant operational milestone of 636 consecutive days without a single Lost Time Injury incident," Alhraishat revealed. "Our primary objective involves sustaining and building upon this exceptional safety performance record."
The managing director emphasized that extending rigorous safety measures beyond internal workforce parameters to include external truck drivers constitutes a necessary and logical progression. "Operating commercial vehicles under substance influence places drivers at immediate personal risk while simultaneously endangering other road users, terminal personnel, and critical port infrastructure assets," Alhraishat cautioned.
He stressed that even a single procedural lapse could potentially trigger serious incidents involving heavy trucks, sophisticated container handling equipment, or valuable cargo shipments. "This testing program fundamentally concerns protecting human lives, safeguarding physical assets, and strengthening a safety-first organizational culture throughout the entire port community," Alhraishat elaborated.
Addressing Behavioral Change Through Consistent Testing
Characterizing substance abuse among certain external truck drivers as a genuine operational concern, Alhraishat noted that implementing consistent testing protocols combined with targeted awareness campaigns will gradually drive positive behavioral change over time. The testing program establishes clear expectations while providing measurable data to track improvement trends among port trucking operators.
Port authorities confirmed that this testing initiative will continue as a regular operational procedure with potential expansion to additional screening locations and increased testing frequency based on operational requirements and safety assessments. The collaboration between NPA and APM Terminals establishes a new benchmark for port safety standards within Nigeria's maritime logistics sector.
