The Federal Capital Territory Administration (FCTA) has initiated enforcement actions targeting 1,095 properties across the Federal Capital Territory (FCT). This decisive move comes after the official revocation of these property titles due to the owners' persistent failure to settle mandatory statutory payments.
Final Deadline Expires, Enforcement Begins
The administration, under the leadership of Minister Nyesom Wike, confirmed that the enforcement actions are now underway. A formal statement was released on Friday, November 28, 2025, and was signed by Lere Olayinka, the Senior Special Assistant on Public Communications and Social Media to the FCT Minister.
The statement revealed that the affected properties are situated in some of Abuja's most prestigious and highbrow districts, including Asokoro, Maitama, Garki, and Wuse. According to the FCTA, these property holders repeatedly ignored multiple public notices issued between May and November 2025. These notices were published across national newspapers, prominent online platforms, and television stations.
Reasons for the Crackdown
The enforcement notice, titled “Commencement of enforcement actions on defaulters of Ground Rent payments, Land Use Conversion Fee, C-of-O bills,” stated that Minister Wike approved the action in strict accordance with the provisions of the Land Use Act.
The FCTA detailed that the property owners failed to comply with obligations to clear outstanding debts, which included:
- Ground Rent
- Certificate of Occupancy (C-of-O) bills
- Penalty and Violation fees
- Land Use Conversion fees
This non-compliance was stated to be a direct violation of Section 28 (5a & b) of the Land Use Act and the specific conditions attached to the Rights of Occupancy.
Breakdown of the Defaulting Properties
The administration provided a clear breakdown of the 1,095 properties, stating that the final 14-day grace period for compliance expired on November 25, 2025. This expiration paved the way for the immediate enforcement actions.
The properties are divided into two main categories of defaulters:
- 835 properties are facing enforcement for outstanding Ground Rent payments.
- 260 properties are being targeted for defaulting on Violation fees and Land Use Conversion fees.
This large-scale enforcement underscores the FCTA's renewed commitment to ensuring compliance with land use regulations and securing due revenue for the territory.
