Nigeria: Civil Servants Risk Job Loss Over Failed Exams

The Federal Government of Nigeria, led by President Bola Ahmed Tinubu, has announced that junior civil servants may lose their jobs if they fail the compulsory promotion examination three consecutive times. The directive comes from the Office of the Head of the Civil Service of the Federation, which aims to enforce discipline and enhance performance in the public service.

New Directive on Compulsory Promotion Exams

According to a statement by Dr. Binyerem C. Ukaira, Permanent Secretary of the Career Management Office, the compulsory confirmation and promotion examination is not only a requirement for career advancement but also a decisive condition for continued employment. The policy is backed by the existing Public Service Rules and must be enforced across all ministries, departments, and agencies.

The examination, known as the 2026 COMPRO examination, is targeted at newly recruited officers on Salary Grade Levels 01 to 06. It will be conducted as a Computer-Based Test and will cover key areas of public administration, including English Language, Public Service Rules, Financial Regulations, General Paper, and Computer Literacy.

Implications for Civil Servants

The policy effectively makes performance in the promotion examination a condition for job security, especially for junior officers. Ukaira emphasized that the Permanent Secretary or Head of Extra-Ministerial Office must ensure strict compliance and enforcement. This renewed effort signals the government's commitment to strengthening accountability and improving efficiency within the system.

Background on Civil Service Salary Structure

Nigeria's civil service salary structure was updated following the new minimum wage signed by President Tinubu. The Consolidated Public Service Salary Structure (CONPSS) outlines pay across 17 grade levels, reflecting qualifications and experience. Meanwhile, the Federal Government has also approved sweeping reforms to boost civil servants' allowances and welfare benefits, announced by Head of Service Didi Walson-Jack. These changes aim to improve morale and productivity in the public service.
