The National Drug Law Enforcement Agency (NDLEA) has arrested a 56-year-old Mexican methamphetamine expert, Jose Villa Ochoa, along with four Nigerian collaborators, following the dismantling of an industrial-scale clandestine methamphetamine laboratory hidden deep within the forest of Tapa Village, Ibarapa North Local Government Area, Oyo State.

On Wednesday, June 17, 2026, tactical operatives of the NDLEA stormed a highly fortified, industrial-scale clandestine methamphetamine laboratory operating deep within the forest of Tapa Village. The raid led to the arrest of five key members of a Nigerian-Mexican cartel. According to Femi Babafemi, the Director of Media and Advocacy for the NDLEA, the operation was executed with clinical professionalism.

The arrested suspects include: Jose Villa Ochoa, a 56-year-old Mexican methamphetamine expert brought in specifically to provide technical expertise for large-scale synthesis; Maxwell Uche Nevoh, 30; Olatunji Yusuf, 37; Bankole Akeem Owolabi, 45; and Ganiu Monsiu, 43.

Cartel's Sophisticated Operation

Babafemi stated that the laboratory was not a rudimentary setup but a sophisticated, highly organised transnational syndicate operation. The Mexican expert was brought in to oversee the production process, while the Nigerian collaborators provided logistical support, cover, and local operations.

The Chairman/Chief Executive Officer of the NDLEA, Brig. Gen. Mohamed Buba Marwa (Rtd), praised the operatives for their gallantry and dedication. He noted that the discovery reveals a desperate attempt by drug barons to establish a synthetic drug manufacturing hub in the Southwest axis. Marwa added that the cartels thought hiding in dense forests would shield them from the long arm of the law, but they were wrong.

Previous NDLEA Successes

This operation follows the earlier uncovering and destruction of what the NDLEA described as Nigeria's largest-ever illegal methamphetamine laboratory in Ogun State. In that operation, authorities arrested Nigerian suspects and foreign nationals allegedly linked to a major drug cartel. The agency recovered large quantities of chemicals and assets while declaring a crackdown on international drug networks.

In another recent case, the NDLEA arrested 84-year-old Godfrey Orji and 75-year-old Godwin Obulunbiya Obiora for drug dealing in Umuahia, Abia State. The grandfathers were accused of selling illicit substances to teenage students, and four kilograms of opioids were seized. The arrested individuals are to face court proceedings.

The dismantling of the meth lab in Oyo State marks a significant blow to transnational drug syndicates operating in Nigeria. The NDLEA continues to intensify its crackdown on drug trafficking and manufacturing networks.
