The Federal Government has officially inaugurated a comprehensive nationwide campaign aimed at revolutionizing homeownership and housing development across Nigeria. The initiative, known as the Renewed Hope Homeownership and Housing Development campaign, was launched through the Federal Ministry of Housing and Urban Development under the leadership of Minister Ahmed Dangiwa.
Bridging the Housing Information Gap
During the ceremonial launch in Abuja on November 7, 2025, Minister Dangiwa emphasized the campaign's primary objective of closing the critical knowledge gap between Nigerian citizens, state governments, and housing institutions. The minister highlighted a significant challenge facing the housing sector: Many states remain unaware of available federal and international housing funding windows, while numerous citizens lack knowledge about how to access affordable housing opportunities.
The KnowThis Nigeria Network (KTNN), a civic organization dedicated to bridging knowledge gaps in national development, will drive the campaign implementation. According to Project Director Engr. Robert Ahen Chenge, the initiative will focus on training, certifying, and deploying Homeownership Specialists across states to guide citizens through mortgage applications, housing registration, and complete homeownership processes.
Strategic Regional Engagement Sessions
The campaign architecture includes six regional housing advisory Executive Sessions designed specifically for key stakeholders including state governors, housing commissioners, land and urban development officials, CEOs of State Housing Corporations, legislators, and private sector representatives. These sessions will serve as direct engagement platforms for ministry leadership, its agencies, and development partners.
Minister Dangiwa expressed strong endorsement for the campaign's principles and objectives, noting it will complement existing ministry programs including the Social Housing Programme and Land 4growth reforms. The initiative aims to align housing plans between federal and state governments, implement crucial land reforms, unlock dormant capital, and facilitate access to both federal and international funding to expand affordable housing delivery nationwide.
Institutionalizing Housing Knowledge and Partnerships
A significant component of the campaign involves institutionalizing housing knowledge through establishing States' Housing Reform Offices and a National Housing Reform Office (NHRO). These structures will ensure continuity and knowledge retention across political transitions, working alongside the ministry's existing Department of Reform Coordination and Service Improvement.
The minister called for strategic partnerships with Development Finance Institutions (DFIs) including World Bank, Shelter Afrique Development Bank, IFC EDGE, and UN-Habitat. The co-funding proposal with DFIs aligns with the ministry's approach of building sustainable, blended-finance solutions for housing development.
Practical tools being developed under the campaign include a State Homeownership and Housing Development Advisory Booklet, the Renewed Hope Homeownership Guide, and a comprehensive website with digital engagement platform. These resources are designed to simplify communication, expand public understanding, and build trust between government and citizens.
The Permanent Secretary will constitute a technical review team comprising relevant departments and agencies including Federal Mortgage Bank of Nigeria (FMBN), Federal Housing Authority (FHA), Family Homes Funds Limited, Nigeria Mortgage Refinance Company, and the Reform Coordination Department to finalize partnership modalities with KTNN.
