CAF Announces Sweeping Reforms to Restore Confidence in Referees and VAR

The Confederation of African Football (CAF) has announced comprehensive reforms to its statutes and regulations, targeting the restoration of confidence in referees, VAR officials, and judicial processes. This initiative follows significant controversies during the final of the 2025 Africa Cup of Nations in Morocco, which underscored urgent needs for enhanced governance and accountability within the organization.

Addressing Governance and Accountability

In an official statement, CAF emphasized its unwavering commitment to improving oversight and professionalism across officiating and disciplinary structures. The organization highlighted its ongoing procedure of appointing the most respected African judges and lawyers to the CAF Disciplinary Board and Appeal Board. These appointments are made by the CAF Executive Committee and the Ordinary General Assembly, based on recommendations from the 54 CAF Member Associations and Zonal Unions.

The independence and impartiality of the CAF Judicial Bodies are deemed imperative, as stated in the release. CAF President Patrice Motsepe explained that these reforms were developed after extensive consultations with leading legal and football experts. He noted that CAF is currently implementing far-reaching changes to strengthen trust in referees, VAR operators, match commissioners, and judicial boards.

Preventing Future Incidents

Motsepe stressed that these improvements are designed to ensure that unacceptable incidents, such as those witnessed at the TotalEnergies CAF AFCON Morocco 2025, do not recur. He elaborated on CAF's collaborative efforts with FIFA to enhance training and standards for African referees, VAR operators, and match commissioners. The goal is to elevate their performance to match the best in the world, alongside professionalizing their roles and ensuring fair compensation.

"We must also professionalise African Referees and VAR Operators and pay them well," Motsepe asserted, underscoring the importance of integrity and fairness in the sport. He reiterated CAF's zero-tolerance policy towards corruption and improper behavior, which has been recognized and rewarded by numerous sponsors and partners.

Commitment to Equality and Fairness

Furthermore, Motsepe emphasized that treating every Member Association equally and fairly is non-negotiable. Under no circumstances will any association receive preferential treatment or favoritism. This stance is integral to maintaining the credibility and impartiality of CAF's operations.

CAF confirmed that issues related to the Morocco 2025 AFCON final are currently under review by the Court of Arbitration for Sport. Simultaneously, the organization remains focused on ongoing competitions and preparations for the 2026 FIFA World Cup, ensuring that these reforms are integrated into future events.
