Enterprise Support Capacity for Start-ups in Nigeria

The iDICE programme (Investing in Digital and Creative Enterprises) has issued a Request for Expressions of Interest (EOI) for Enterprise Support Organizations (ESOs) to participate in a capacity development initiative aimed at improving service delivery for start-ups in Nigeria. This initiative is part of the broader iDICE programme, which is funded by the African Development Bank, the Agence Française de Développement, and the Islamic Development Bank, with the goal of fostering digital and creative entrepreneurship in the country.

Objective of the Capacity Development Programme

The primary objective of this EOI is to identify and select qualified ESOs that will undergo a tailored capacity development programme. The programme is designed to enhance the capabilities of ESOs in providing high-quality support services to start-ups, including mentoring, coaching, business development services, and access to finance. By strengthening the ESO ecosystem, the iDICE programme aims to create a more conducive environment for start-ups to thrive and scale their operations.

Eligibility Criteria for Enterprise Support Organizations

To be eligible, ESOs must be legally registered in Nigeria and have a proven track record of supporting start-ups for at least two years. They must demonstrate expertise in areas such as business incubation, acceleration, venture capital readiness, or digital skills training. Additionally, ESOs should have a minimum of three full-time staff members and a network of at least 50 start-ups or entrepreneurs they have supported. Organizations with experience in the digital or creative sectors will be given priority.

Scope of Work and Expected Outcomes

Selected ESOs will participate in a series of training workshops, peer learning sessions, and mentorship programmes delivered by international experts. The capacity development will cover topics such as best practices in start-up support, impact measurement, financial sustainability, and gender-inclusive programming. After the training, ESOs are expected to implement improved service delivery models and report on key performance indicators, including the number of start-ups supported, jobs created, and funding raised by their clients. The programme aims to reach at least 100 ESOs across Nigeria over a 12-month period.

Application Process and Deadline

Interested ESOs must submit their expressions of interest via the iDICE programme's online portal. The submission should include a detailed profile of the organization, evidence of past performance, and a statement of motivation outlining how the capacity development will benefit their operations. The deadline for submissions is 30 April 2025 at 5:00 PM West African Time. Late submissions will not be considered. Successful applicants will be notified by 15 May 2025, and the programme is scheduled to commence in June 2025.

Impact on the Nigerian Start-up Ecosystem

This initiative is expected to significantly boost the quality of support available to start-ups in Nigeria, which is Africa's largest start-up ecosystem by funding. According to a 2024 report by Partech Africa, Nigerian start-ups raised over $1.2 billion in venture capital, but many still struggle with access to quality mentorship and business development services. By investing in ESOs, the iDICE programme aims to bridge this gap and ensure that start-ups receive the necessary support to grow and create jobs. The programme aligns with the Nigerian government's National Digital Economy Policy and Strategy, which seeks to position Nigeria as a global hub for digital innovation.
