Nigeria Launches REVOP to Boost Revenue Transparency

The Federal Government of Nigeria has taken a decisive step to overhaul its public financial management with the official launch of the Revenue Optimisation and Assurance Project (REVOP). This technology-driven initiative is designed to fundamentally change how the nation tracks, collects, and manages its revenue, aiming to plug long-standing leakages and enhance fiscal transparency.

A Unified Front for Public Finance

Championed by the Federal Ministry of Finance in collaboration with key institutions like the Office of the Accountant-General of the Federation (OAGF), the Central Bank of Nigeria (CBN), and the Federal Inland Revenue Service (FIRS), REVOP represents a unified effort to safeguard public funds. A cornerstone of this new system is the introduction of the Federal Treasury Receipt (FTR), a groundbreaking digital reform.

The FTR provides a single, standardized, and digitally verifiable proof for all payments made into the Federal Government's account. This ensures that every government-issued receipt directly corresponds to funds that have actually been deposited, leaving no room for discrepancies or unofficial transactions.

Minister Edun's Vision for Fiscal Responsibility

At the formal presentation during the 31st National Economic Summit in Abuja, the Honourable Minister of Finance, Mr. Wale Edun, reaffirmed the government's commitment to strengthening fiscal responsibility. He described REVOP as a critical part of President Bola Ahmed Tinubu's economic reform agenda, which focuses on stabilisation, recovery, and growth.

"It is our determination to make sure we bring in every single penny," Edun stated. "There's federal government money lying outside the TSA, lying outside of the Central Bank, and it requires enforcement, consensus, and the right use of technology." He emphasized that the project is designed to identify, collect, reconcile, monitor, and protect government revenues across all Ministries, Departments, Agencies (MDAs), and Federal Government-Owned Enterprises (FGOEs).

How REVOP Works as a Game Changer

Operational since October 1, REVOP is built to implement the government's Central Billing System (CBS). Its key features include:

  • Instant Reconciliation: Enables immediate matching of government payments.
  • Real-Time Visibility: Gives public finance managers a live view of all transactions.
  • Advanced Modules: Incorporates a Revenue Splitting Engine, Treasury Management System, and a Revenue Monitoring Dashboard.

Minister Edun hailed the system as a "game changer" capable of eliminating inefficiencies. The project ensures that every transaction within the government’s revenue chain is visible, verifiable, and traceable, marking a significant shift from a paper-based, reactive system to a transparent, proactive, and technology-enabled model.

"Our goal is simple but vital: every naira earned by the government must be visible, traceable, and used responsibly for the benefit of Nigerians," Edun declared. With the rollout of REVOP, Nigeria is not just digitising its financial systems; it is laying the foundation for a future where public finance is managed with precision, integrity, and foresight, ensuring that every kobo contributes to national development.
